How many virtual vCPU's have you allocated to your VM running SQL? It sounds to me like you just need to power it down and assign it more vCPU's.
I have been experimenting with the amount of vCPU's. Originally, it was just one. Now I am up to four vCPU's. I notice a slight difference. However, I was not certain if it was just due to less traffic at the particular time I was watching. I did not have the opportunity to monitor for any extended period of time.
The slowness was noticeable therefore I needed to come up with a quick solution.
Was there a particular process withing the VM that was using heavy CPU? Was it the sqlservr process?
