Have you previously installed App on this host, or is this a brand-new install? If you did have App running, check the following KB:
If the initial steps detailed there don't work, you may have to manually clean up the installation from the ESXi servers by:
1. Removing vmservice-vswitch virtual switch under ESX host configuration
2. Removing the vShield packages with the commands:
#esxcli software vib list | grep -i vshield
#esxcli software vib remove -n <package name>
3. Deleting the vShield-FW-[IP] virtual machine from vCenter Server Inventory.
