Regarding Scaling out using vcloud director

Hi Guys,

Imagine i have given an infrastructure(some amounts of compute,storage and networking) to a customer. And he runs out of resources. Is there a way he can add the resources himself? or is there a way he can request the cloud administrator for more resources? not the crude email way but something in the portal?
